Cohort terms.
Cohort calls, regulatory citation, lowest fee tier, co-design influence, and conformance fast-track.
Open scope.
Parental-control products, OS and device makers, platforms with minor users, regulators, and civil-society raters.
Commitments.
Implement ≥5 capabilities in production. Sign receipts via Receipt. Attend monthly cohort calls. One-year commitment.
After the cohort.
Open to all conformant implementers as Charter members. Cohort seats become permanent Adopter Council seats.

No logos shown until adopters sign. OCSS is the open protocol — owned by no one — and Phosra implements it; this is not an endorsement engine.
